This approach works for people who k ow not to click strange links, but as long as people give their life savings away to scammers pretending to be the IRS or Microsoft, people will just open random software from the Internet as long as someone is telling them how to open the relevant executables. Apple's current attempt at antiviral software seems to be "prevent infection by making it tough to run malware" combined with a very simple signature based system.
